Quick answers on PE endorsement, BCA submission, regularisation, PSI, and CORENET-X. Still unclear? Send the project — most enquiries get an answer in one working day.
Ask us your question →A PE endorsement is a Professional Engineer's formal sign-off on your project's plans, calculations, or works. You need it for most building works that affect structure, life-safety, or regulated compliance — new builds, A&A, demolition, regularisation, temporary structures, PSI. Send your project; we'll tell you within one working day whether endorsement is required.
Indicative 2026 ranges: minor A&A SGD 2,000 – 6,000; major A&A with structural changes SGD 5,000 – 15,000; new residential builds SGD 15,000 – 60,000+; regularisation SGD 3,000 – 20,000+; PSI from SGD 2,500 (residential). Always insist on a written quote that itemises scope.
Typical A&A: 1 – 6 weeks for design and endorsement preparation, 4 – 8 weeks for BCA review (longer if queries arise), approval to commence works typically within 12 weeks of submission. Plan 2 – 4 months end-to-end. Complex regularisation can run longer.
CORENET-X is BCA's next-generation digital submission platform. From 1 October 2026 all Building Plan submissions must go through it with BIM-based files, standardised digital signatures, and integrated checks across BCA, SCDF, NEA, URA, PUB. Submitting on or after that date? You're in scope. We're set up today.
In most cases, yes — if the works can be made to comply. Regularisation submits plans and calculations to BCA for retrospective approval. We've handled HDB, landed, condo, and commercial cases. Earlier you start, lower the enforcement risk. Costs typically SGD 3,000 – 20,000+.
Not always. Repainting, fittings, non-structural partitions — no. But removing walls, extensions, footprint changes, anything affecting loading — almost certainly yes. When in doubt, ask.
BCA can issue enforcement notices, demolition orders, and fines under the Building Control Act. The problem usually surfaces when a buyer's lawyer raises it. The safe path is regularisation — engage a PE early and clear the property's compliance status before it becomes a legal or financial issue.
Yes. Standard scope: prepare submission documents, endorse, lodge via CORENET-X, respond to authority queries, track to approval. You don't deal with BCA directly.
PSI is a mandatory inspection regime under the Building Control Act for older Singapore buildings. A registered Professional Engineer (Civil) inspects the building and submits a structural condition report to BCA. Frequency: every 5 years for non-residential, every 10 years for residential. Owners who miss PSI deadlines may face enforcement action under the Building Control Act.
ERSS (Earth Retaining and Stabilising Structure) endorsement is a Professional Engineer's sign-off on the design of retaining walls, sheet piles, soldier piles, secant pile walls, and other earth-retaining systems used during excavation works in Singapore. Required for most basement excavation and deep foundation works under the Building Control Act and BCA's ERSS guidelines.
CVC Engineers Pte Ltd is a Singapore-based Professional Engineering firm specialising in PE endorsement and BCA submissions. Our Professional Engineer (Civil) is registered with the Professional Engineers Board Singapore under PEB Reg No 5376.
We work with property owners, developers, contractors, and architects across Singapore — from small residential A&A projects to commercial new builds and complex regularisation cases.
Drawings, address, and a brief description of the intended works are enough to start. We'll tell you whether PE endorsement is required, the likely scope, and an indicative cost.
